The Department of Cooperation had played a prominent role in the functioning of the Cooperative Societies in the State. In the emerging environment, the policy of the Government has been to regulate and not to control and direct the Cooperative Societies through the enactment of Legislation. Creating a conducive climate for growth of Cooperatives is another avowed policy of the present day Government. There are two Acts in existence pertaining to the regulation of the Cooperatives-one is the Telangana Cooperative Societies Act 1964, the prohibitions of which are considered necessary for such cooperatives which have depended on the support from the Govt. and consequential intervention in the governance. The second Act is Telangana Mutually Aided Cooperative Societies (MACS) Act of 1995, which aims at promoting self-reliant, responsible, accountable and more autonomy for Cooperative Societies with their own resources, which would make the Cooperative Movement more vibrant. Cooperation means Living, Thinking and Working together to accomplish a common goal through Cooperative Principles. The Cooperative Principles aim at “ONE FOR ALL, ALL FOR ONE”. Cooperatives are people centered not capital centered. The concept of Cooperation has been integral part of human life. The concept of the Cooperatives took birth in England and Germany and spread to India. The Cooperative Movement is an outcome of economic and political changes in 18th and 19th centuries aimed at increasing the national economic and social upliftment. Rochdale Pioneer in England and Raiffeinsen in Germany gave inspiration to the cooperative movement. Receiving this inspiration Cooperative Movement was started in several countries in 18th century in different sectors to solve their problems according to their service needs. Cooperative Societies are expected to function on certain cooperative principles and cooperative identity based on certain values mentioned below as a whole within the framework of the Cooperative Societies Acts and Rules. A) Cooperative Principles: 1). Voluntary and open membership, 2). Democratic member control, 3)· Member economic participation, 4)· Autonomy and independence, 5)· Education and training of members, 6)· Cooperation among cooperatives, 7· Concern for community, B) Cooperative Values: 1)· Self - help, 2)· Self - responsibility, 3)· Democracy, 4)· Equity, 5)· Solidarity, 6)· Honesty, 7)· Openness, 8)· Social responsibility and care for others, Surya Farmers Mutually Aided Thrift Credit And Marketing Co-Operative Society Limited As Telangana Mutual Co-Operative Societies Act 1995.
